From the little "(what's this?)" link next to the batting average box (top-right corner of the main index):

What are Batting Averages?

The batting average of an item in the Archive is the percentage of people who downloaded the item after visiting its details page (statistically corrected to account for small sample sizes). Ranking by batting average can highlight interesting items that may not yet have received a lot of visits, and it avoids the "rich-get-richer" behavior of ranking by the number of downloads.
